The lower charging rate for the suit on Madman difficulty does not apply with the socket on the Battery Rack (it provides fast charging anyway). Not sure if that is intentional or not. Further, the Battery Rack socket provides this fast charging even if power is shut off at the building fuse (in this case the Workshop).
