Where you have a complex structure, which has indepdant electrical supplies, which is isolated from a separate Water platform with no direct connection the the main structure [except for water & air pipes], at night the additional electrical cost for the pumps is being added to the comsumption of the main building, and not to its own local independant electrical supply?
