The workbench is not working in so far as fixing the circuits. You can place new parts in missing parts on the circuit board and it will show the red dots where the tools should be used, but the red dots don't turn green when the tool is right over them and the screen doesn't show that you are in the right spot. I'm playing the sandbox medium level (with beginner level weather. The exact same problem occured on a beginner level game - with medium level tech-that I was just playing.
