Tools like the jackhammer and grinder should have some permanant loss of life, say 10% of lost durability. This can be denoted by a red section growing on the right side of the meter. When you repair it, you can only repair it up to the edge of this red section. This will force you to have to make new tools from time to time. The idea here is that sure maintenance can restore most of its use but over time it will still wear down irrepairably.
